Eligibility
The Pacific Power and Cascade Natural Gas rate reduction service is for residents of Walla Walla, Columbia and Garfield Counties.
The water discount program is available to seniors and adults with a disability who live in Walla Walla, College Place and City of Dayton.
Service is available depending on available funds and proof of income.

Provides various utility assistance programs for low-income families, seniors, and disabled individuals. Offers utility shut-off prevention for electric or natural gas, for those with a shut-off notice. Offers the Low Income Home Energy Assistance program (LIHEAP).
LIBA provides rate reduction for Pacific Power customers on their electricity bill.
CARES provides rate reduction to the customer on their Cascade Natural Gas bill.
City water utilities provide a discount for low-income water customers who live in the cities of Walla Walla, College Place and City of Dayton.
