Eligibility
Eligibility is based on household income.   The gross income received by all members of the household must be at or below 150% of the federal poverty level for LIHEAP. The other funds may have different income requirements.

Energy assistance: F, starting at 7am. Office: M-Th, 7am-5:30pm.
Application process
When appointments are available:
  • No drop-ins. Call to schedule an appointment. Can fill out an online form and update documents to make the appointment go faster.
  • Phones will open at 7 am.
  • Appointments are made on a first-come, first-served basis.
  • Callers will be asked pre-qualifying questions to determine eligibility.
  • Callers will be asked to provide required documentation to establish eligibility at the time of the appointment.
  • When calling in, please follow instructions so timely service can be provided.
  • The program usually begins in September or October and continues until all funds are committed.
Those who have no heat may call at any time to see if there are appointments available.

Administers the Low-Income Home Energy Assistance Program (LIHEAP), which is a federally funded initiative that assists low-income families and individuals in paying their heating bills during the winter. Manages the State Home Energy Assistance Program (SHEAP), a state-funded program that provides utility assistance to low- and moderate-income families and individuals. Facilitates assistance payments that are made directly to the utility or energy provider on behalf of the client. Enables homeowners to qualify for limited repairs to their heating systems or for air conditioning and cooling support. Limits assistance to eligible households to once per year. Offers additional energy assistance options from specific private utility companies, such as the Puget Sound Energy HELP program.
