Income qualified households whose gross income does not exceed 80% of the median household income for King County, adjusted for household size.
To qualify residents must prove:
- Be a resident of Kirkland.
- Have a household income that does not exceed 80% of the median household income for King County, adjusted for household size.

- General Disabilities
Offers reduced water, sewer and garbage rates for qualifying households.
For households who are directly billed by the city as a customer:
- Reduced income water rates are 50% of the basic water charge.
- Reduced sewer rates are 75% of the basic charge.
- Solid waste rates for qualified low-income single family residential customers is 60% of the regular solid waste rates for each service level.
- A rebate for applicable city-owned utilities based on the utility payment amounts specified in the rental agreement or bill.
- A rebate for applicable city-owned utilities based on the residential unity size.
