Must meet one of the following criteria and show proof that: 1. Their gross income falls within 200% - 350% of Federal Poverty Level 2. Are a single-occupant or head of household or spouse of head of household 3. Reside in a dwelling served directly by the city's water, sewer or storm drainage utilities 4. Are billed or spouse of a person billed by the water, sewer or storm drainage utilities 5. Applicant shall provide the city with the prior year Federal Income tax return, current pay stubs, proof of income for all members of the household (including Social Security and W2 statements) and if applicable a current statement of eligibility for SSI, SSDI or such disability pension or proof of blindness.

Description

The City of Port Townsend provides the following utilities to customers within the coverage area: Water, Sewer & Storm Drain. Within City limits, garbage service is mandatory and is contracted out with Waste Connections. For income-qualified applicants, a discounted utility rate is available and extends to all City utilities (including mandatory garbage service). Discounts reduce the customer's monthly base rate for utilities anywhere from 25% - 75% (depending on household gross income). Discount categories include: Income-Qualified Households (discounted rate lasts for 1 year), Senior Citizens (discounted rate lasts for 3 years) and Citizens with Disabilities (discounted rate lasts for 3 years).
