They must also have income below the limit, not qualify for other programs that could help, and show they have an urgent financial need.

Description
Provides a one time payment to people who are not eligible for other cash programs when the Governor declares a state of emergency. The program is only available to individuals once within a 12 month period. Applicants are not required to be a US citizen or to have certain alien status to receive the assistance. Any Disaster Cash Assistance Program (DCAP)payment is excluded from the public charge test.
