Those who are on federal active duty in the Armed Forces of the United States.
Includes members of the National Guard and reservists who are called to federal active duty for longer than 30 days.

Enforces the Service Members Civil Relief Act, which provides protections for military service members who are active in federal service and who are unable to meet certain financial obligations due to deployment.
The act postpones or suspends certain civil obligations so that active duty members of the Armed Forces can focus their full attention on their military responsibilities without adverse consequences for them or their families:
- Interest rates on most preexisting loans or obligations capped at 6% per year
- Not required to pay early termination charges on some automobile leases
- Not required to pay early termination charges on some cell phone contracts
- Termination of a residential lease without penalty.
- Protection from eviction or foreclosure without a court order
