LIHEAP and PSE HELP offered at Byrd Barr Place
Administers the federal Low Income Home Energy Assistance Program (LIHEAP) to help households pay for electric, gas, wood, propane and oil heating and Puget Sound Energy’s Home Energy Lifeline Program (PSE HELP) for Puget Sound Energy customers who use gas heat. With both programs, payment support ranges from $100 to $1,000; the average household receives $422 per year. Payment support is made by Byrd Barr Place directly to the utility company. Tenants who pay their power costs directly to the landlord may also get assistance in the form of a direct check. Those who qualify for the LIHEAP program may also qualify for a free portable air conditioning unit during the LIHEAP program year.

Clients can submit their applications online, by mail, email, or drop-off. To be eligible for an air conditioning unit, clients must have been approved for LIHEAP during the current program year.

Eligibility
Clients must live within the Seattle city limits. Clients in the 98133 and 98177 zip codes should call the front desk or email to confirm if their address is eligible. They may try Hopelink at 425-658-2592 to see if they are eligible. Gross household income must be at or below 150% of the Federal Poverty Level for LIHEAP. NET household income must be at or below 80% Area Median Income for PSE HELP. Clients may call, email, or go online to request more information about the income guidelines. Client's name must be on the utility account. Eligible households may receive assistance once per program year (October through September). LIHEAP and PSE HELP programs serve residents of private, public, and subsidized (HUD/Section 8) housing. Overdue utility bill or shut-off notice is NOT required.
