PSE Help Program offered at Snohomish County Human Services

Eligibility

Must be at 80% of the Area Median: (1) $5,888; (2) $6,730; (3) $7.571; (4) $8,409. Call or visit website for additional household member income eligibility; Verify address and legal citizenship; Adults over the age of 18 must sign a statement of unemployment if claiming unemployed; Children and grandchildren must be verified through DSHS if not living with legal guardian and/or guardianship will have to be verified.

9am to 11:30am and 1pm to 3pm on Mondays and Tuesdays and Thursdays and Fridays

As of, 11/3/2025, applications will only be accepted for those with a disconnection notice, or if service has been disconnected. Utility bill payment assistance for people with Puget Sound Energy (PSE).  Service is available to those who meet income guidelines and have a disconnect notice or have been disconnected.
