Application process
Contact local telephone company to apply. Visit Lifeline website for more information. Click on "Apply Now," then follow the instructions listed in order. To view and connect with the companies that participate, follow prompts on website under "Companies Near Me".
Eligibility
A household may only enroll in one Lifeline discount program at a time, cell phone or landline. Household income is at or below 135% of the Federal Poverty Level. OR Participates in any of the following programs: - Aged, Blind & Disabled (ABD) - Community Options Program Entry System - DSHS Chore Services - Federal Public Housing Assistance (Section 8) - Food Stamps (SNAP) - Housing & Essential Needs (HEN) - Medicaid/Medical Assistance/Medicare cost-share - Refugee Assistance - State Family Assistance - Supplemental Security Income (SSI)

Lifeline Telephone Discount Programs
Government benefit program that provides monthly phone service discounts, wireline or wireless, for eligible low income consumers. Seven companies in Washington offer a free cell phone and 350 free minutes every month, plus free voice mail, caller ID and call waiting. Low-cost additional minute packs can be purchased online, by phone and at stores. The phones come with one month’s free minutes, and new free minutes are added each month.
