ORCA LIFT Low Income Fare at Public Health - Seattle & King County's Access & Outreach

Offers a reduced-fare program for area residents whose household income is at 200% of the Federal Poverty Level or below. The card is valid for rides on the following: -  King County Metro buses -  Sound Transit trains, buses and light rail -  Seattle street cars -  King County water taxis The reduced fare must be paid with a valid ORCA LIFT card, which is registered and issued to each individual user. It works the same way a regular ORCA card does. -  Use the E-Purse feature and place any amount between $5 and $300 on the ORCA LIFT card. This is a good choice if the card is used occasionally. When the user taps the card on the ORCA reader, the ORCA LIFT fare will be deducted from the E-purse. -  A monthly PugetPass can be loaded on the ORCA LIFT card for unlimited rides for the entire month. This is a good choice for regular riders.   The ORCA LIFT card is valid for 24 months. After it expires, the ORCA LIFT card will charge regular adult fares, including any peak and zone charges, for rides. To continue paying the reduced fare, the cardholder will have to requalify for the ORCA LIFT program and get a new card.

Fee

Reduced fares: King County Metro buses is $1.00 per trip any time of day, for one- or two-zone travel. Sound Transit Link light rail is $1. 00 Youth under 18 ride for free., Seattle Streetcar is $1. 50; $1. 00 (RRFP) Kitsap Transit is $1. 00 King County Water Taxi : - $4. 50 between Downtown Seattle and West Seattle; $2. 50 (RRFP) - $3. 75 between Downtown Seattle and Vashon Island; $3. 00 (RRFP) Sound Transit Express bus trips: $1. 50 (youth and adult); $1. 00(RRFP) Sounder is $2. 50 to $4. 25, depending on the length of the trip.

-  Government or school issued Photo ID. For those without Photo ID, other options are available on the website. -  For those receiving public benefits:    Apple Health/Medicaid recipients: ProviderOne medical services card. The agency can verify your current eligibility. Washington Basic Food Program recipients: EBT (electronic benefits transfer) Card. The agency can verify your current eligibility. Temporary Assistance for Needy Families (TANF) recipients: The agency can verify your current eligibility or you can provide a copy of your award letter. Employment Security: paystub or letter for applicants receiving unemployment benefits. Award letters for SSI, Social Security, or Railroad Retirement recipients. L & I statement for workers’ compensation recipients.   -  For those who are employed: Employed (with a paycheck): Paystubs for the last 30 days. Employed (paid in cash): Letter from the employer signed and dated with gross income for the client for the last 30 days; or a bank statement if you deposit your pay into a bank account. Self-employed: Copy of your most recent tax return. Income is based on the modified adjusted gross income on your most recent tax return: Form 1040 line 37; Form 1040 A, line 21; Form 1040 EZ, line 4; or completion of the self-employment worksheet. -  For those who have no income:   Employment Security verification form. With identification, Employment Security can verify that you received no income and are therefore eligible. ORCA Lift Subsidized Program: You can ride King County Metro, Sound Transit & Everett Transit at no cost. To be eligible you must receive one of these six programs: Temporary Assistance Needy Families (TANF), Refugee Cash Assistance (RCA), Aged, Blind or Disable cash assistance (ABD), Pregnant Woman Assistance (PWA/Not WIC or pregnancy medical) or Housing and Essential Needs (HEN). Must show proof of identity and documentation that you’re receiving one of the six programs listed above.

Eligibility

Focuses on those that live within King County but open to anyone riding Metro transit. Household income must be at or below 200% of the Federal Poverty Level. Citizenship status is not a factor in determining eligibility.

Refers low-income King County residents to health care providers, including providers of obstetrics, pediatrics, dental care (including the ABCD program) and women's health care. Refers eligible men and women to locations of the Washington Breast, Cervical and Colon Health Program. Helps low-income King County residents apply for ORCA-LIFT, the reduced-fare program for King County Metro. Also helps residents apply for health insurance, including WA Apple Health (Medicaid) and qualified health plans through the exchange.
