Eligibility
Ephrata children and youth who lack a fixed, regular and adequate nighttime residence. This includes children and youth who are:
- Sharing the housing of others due to loss of housing, economic hardship or a similar reason
- Living in motel, hotels, trailer parks or campgrounds due to the lack of alternative adequate accommodations
- Living in emergency or transitional shelters
- Abandoned in hospitals
- Living in places that are not regular sleeping accommodations for people
- Living in cars, parks, public spaces, abandoned buildings, substandard housing, bus or train stations, or similar settings
- Unaccompanied youth who are not in the physical custody of their legal parent/guardian but are able to access services on their own.

Application process
- Complete the Housing Questionnaire in the District's yearly on-line registration packet in Skyward
- Contact the school counselor to inquire about services
- Contact the district's McKinney-Vento liaison

Ensures that youth experiencing homelessness have the opportunity to succeed in school by organizing transportation to their school of origin or assisting them with enrollment in their local school without delay.
Also provides referrals to health care, dental, mental health and other appropriate services.
Homeless students cannot be penalized for infractions, such as absenteeism, that relate to their homelessness.
Under the McKinney-Vento act, students must be allowed to attend their school of origin "to the extent feasible."
Factors that may be considered include:
- The age of the child or youth
- The impact the commute may have on the student's education
- Personal safety issues
- The student's need for special instruction
- Length of anticipated stay in temporary shelter or other temporary location
- Time remaining in the school year
