Eligibility
All Seattle City Light and/or Seattle Public Utilities customers at or below 70% State Median Income, regardless of city of residency.
Account must be in the primary applicant's name.
Income eligibility is based on total household income using the one-month period prior to application.
If the landlord pays all utilities, qualifying low-income households may still be eligible for financial help through the voucher program. The landlord will need to agree to participate in the program.

Utility Discount Program (UDP) - Offers a rate discount for income-eligible Seattle City Light and Seattle Public Utilities (water, sewer, garbage) customers.
Discount is approximately 50% for Seattle Public Utilities. UDP provides 60% discount on Seattle City Light bills and a 50% discount on Seattle Public Utilities bills.
If a landlord pays all utilities, qualifying low-income tenants may still be eligible for utility financial help.
