Provides basic emergency assistance for low-income individuals and families such as rent assistance, utility assistance, prescription assistance, school supplies and hygiene needs, scholarships for parks and rec activities in addition to information and referral for the community. Also provides transportation assistance for work or appointments by offering bus passes, gas vouchers, insurance assistance, tabs, and repair on vehicles. ONLY serves Cheney School District excluding Airway Heights.

Outreach Services offered at Cheney Outreach Center

Programs that provide cash or tokens for individuals who have no personal means of transportation and are unable to use public transportation (or a taxi service) for necessary local travel without assistance with the fare. Also included are programs that provide bus fare for people who need to travel out of town (e.g., for a funeral) but do not have the means to do so.

Bus Fare

Programs that make car insurance payments for individuals who are at risk of losing their automobile insurance without assistance. These programs may have age, income, disability, need or other eligibility requirements.

Automobile Insurance Payment Assistance

Programs that provide money or vouchers to purchase gasoline, most frequently for individuals who need their automobile for necessary local or out-of-town travel but cannot afford to run their vehicle without assistance, but occasionally for people driving through the local area who have become stranded.

Gas Money

Programs that pay all or a portion of the electric service expenses of people whose electricity has been or is at risk of being shut off including any reconnection fees that may apply. Also included are non-emergency programs like those funded through the federal Low Income Home Energy Assistance Program (LIHEAP), also referred to as LIEAP or HEAP in some states, that provide home energy assistance, generally in the form of a credit, for low-income households that apply. The assistance is usually available once per calendar year (or heating season). Electric service payment assistance programs may have age, income, disability, need or other eligibility requirements.

Electric Service Payment Assistance

Programs that provide financial assistance to purchase necessary prescription drugs for people who would be in an emergency situation without assistance. Also included are programs that reimburse individuals for their prescription expenses, usually on an annual basis. Prescription expense assistance programs may have age, income, disability, need or other eligibility requirements.

Prescription Expense Assistance

Programs that pay for or provide maintenance and repair services for people whose automobiles, trucks, trailers or other motorized vehicles are due for regular maintenance or have mechanical or structural problems. Also included are work experience programs that provide automobile repairs for the general public.

Automotive Repair and Maintenance

Programs that provide financial assistance to help people pay fees associated with registering a motor vehicle with the proper authorities or ongoing motor vehicle licensing fees. Payment assistance can be in the form of a voucher or a rebate.

Motor Vehicle Registration Fee Payment Assistance

Programs that make rental payments for people who are at risk of eviction without assistance. Also included are rent supplement programs that provide assistance with ongoing monthly rental costs. Rent payment assistance programs may have age, income, disability, need or other eligibility requirements.

Rent Payment Assistance

Provides financial counseling and may help with a grant to cover critical needs for qualifying military households.

Provides financial counseling and grants among junior active duty enlisted members and recently discharged enlisted Veterans and their families facing financial crisis.

Programs that make automobile payments for people who are at risk of losing their means of transportation without assistance. These programs may have age, income, disability, need or other eligibility requirements.

Automobile Payment Assistance

Programs that pay the hospital bills, doctor bills, laboratory expenses or other health care expenses of people who are unable to obtain necessary health care without assistance. Also included are programs that provide vouchers which enable eligible individuals to obtain medical care. Medical bill payment assistance programs may have age, income, disability, need or other eligibility requirements.

Medical Care Expense Assistance

Programs that pay all or a portion of the water service expenses of people whose water has been or is as risk of being shut off including any reconnection fees that may apply. Included are programs that provide assistance with combined water/sewer bills in communities where sewer payments are bundled with payments for water services. Water service payment assistance programs may have age, income, disability, need or other eligibility requirements.

Programs that pay all or a portion of the gas service expenses of people whose gas has been or is at risk of being shut off including any reconnection fees that may apply. Telephone service payment assistance programs may have age, income, disability, need or other eligibility requirements.

Telephone Service Payment Assistance

Programs that provide cash, vouchers or other forms of monetary aid for people in need of assistance and evaluate the individual's or family's need for the money on a case-by-case basis rather than having pre-established policies regarding the types of needs the dollars can be used to cover.

Undesignated Temporary Financial Assistance

Programs that pay the dental bills of people who are unable to obtain necessary dental care without assistance. Also included are programs that provide vouchers which enable eligible individuals to obtain dental care. Dental bill payment assistance programs may have age, income, disability, need or other eligibility requirements.

Dental Care Expense Assistance

Programs that help people who are having difficulty paying their monthly bills gain control of their finances. The process generally involves analysis of the individual's income, expenses, debts, taxes and other factors to create a personal financial assessment; development of a budget for basic living expenses; and agreement on a short-term plan for repayment of creditors which may include debt consolidation or other strategies and a longer term plan for realizing personal financial goals.

Personal Financial Counseling

Programs that supply food coupons which can be exchanged in designated grocery stores, supermarkets and/or farmers markets for food products. The vouchers are generally provided to low income individuals and families on an occasional or ongoing basis, but may also be available to other specified populations; and may be issued in paper or electronic formats.
