The Council advises the Division of Aging and elected officials on the needs and concerns of the county's older citizens.  It works with the Division of Long Term Care and Aging to address special issues in the community.  The Council also participates in advocacy efforts on behalf of the concerns of older adults and younger functionally disabled individuals.

Cascade Bicycle Club brings people together to experience the joy of bicycling through transportation, recreation, and friendship, including our famous Seattle to Portland ride, which was virtual in 2020 due to COVID-19. We collaborate with members, volunteers, and community partners to inspire people to advocate for a safe, equitable, and sustainable Washington state. We build confidence, leadership, knowledge, and community by teaching bicycle skills to all ages​. Board meetings are held the third Wednesday of each month at 5 p.m.

Seeks to contract with providers who employ best practices in the field of developmental disabilities, provides contract monitoring and program planning on an ongoing basis, and selects providers and distributes state and local funds in collaboration with the Skagit County Developmental Disabilities Advisory Board.

Builds community awareness about the impact of alcohol and illicit drug abuse through informational and educational activities which target children, youth and their families; Promotes collaboration between the various community groups providing prevention activities in Skagit County.

Plans, coordinates and contracts with community agencies to provide services for persons with developmental disabilities. Contracted services include early support services for children birth to three, transition services for students age 18 to 21, employment support, connecting families, building inclusive communities and information and education.  Works in cooperation with a citizen advisory group.

Offers legal representation for issues that affect large numbers of women or set legal precedents in the Pacific Northwest. Services are available only for selected cases in areas such as:   Discrimination in employment: -  Employment discrimination or other adverse employment actions against survivors of domestic violence, sexual assault or stalking -  Refusal of employer to provide leave to survivors of domestic violence, sexual assault or stalking -  Change in terms of employment based on status as a parent or caregiver -  Change in terms of employment based on pregnancy -  Employment discrimination based on sexual orientation or gender identity/expression   Discrimination in schools, including athletic equity and schools' mishandling of sexual harassment or sexual assault.   Family law: -  Discrimination against DV survivors by CPS: Children removed from a parent's care based on allegations that the parent failed to protect children from domestic violence by the other parent -  Refusal of court to order abuser to surrender weapons in a DV Protection Order case or appeals filed by an abuser ordered to surrender weapons -  Abusive litigation against survivors of domestic violence -  Alleged father seeks parental rights for a child conceived as a result of sexual assault -  Parental rights terminated due to parent's incarceration   Nonconsensual pornography AKA "revenge porn": Cases in which private, intimate images of a person are distributed without her or his consent   Anti-LGBTQ discrimination, such as: -  Unfavorable treatment of LGBTQ parents in family law cases -  Denial of insurance coverage for transgender persons  Denial of access to health care, including: -  Reproductive health care, including abortion, contraception, or emergency contraception -  Health care for LGBTQ patients -  Health care or other services for incarcerated women

Assures that a full continuum of behavioral health services are available to eligible consumers. Maintains a county presence within the five county North Sound Mental Health Administration (NSMHA) to assure that Skagit County receives appropriate resources, and manages the county's behavioral health program through the Skagit County Behavioral Health Advisory Board.
