Mobile Home Complaints

Membership organizations that tenants can join for a yearly fee that provide legal assistance and/or political representation for members who are having disputes with their landlords, suggestions about tenant organizing tactics and a variety of informational services concerning the rights and responsibilities of owners and renters, rent withholding rights, local rent control laws, small claims court procedures, the steps in the eviction process and other issues that may be of interest to tenants.

Tenant Associations

Programs that provide information and guidance for tenants who need to know their rights and responsibilities regarding leases and rental agreements, deposits, legal eviction procedures, measures to protect themselves from unlawful or retaliatory evictions, rent withholding rights, rent control requirements, privacy rights and other issues that may be of particular interest to tenants. Tenant rights counseling may also include assistance in completing forms, advice regarding a particular dispute and contact with the offending landlord to provide notification that she or he is not in compliance with landlord/tenant laws.

Tenant Rights Information/Counseling

Provides information on landlord-tenant laws and legal rights and options for tenants with immediate housing problems, including eviction. 
One-on-one counseling is available. 
Assists in organizing groups of tenants to bring about landlord compliance with the Landlord/Tenant Act and existing housing codes. 
Provides community education on tenant issues, advocates for tenants' rights and offers referrals for rent assistance. 
Does not provide legal counsel, but does provide referrals to appropriate counsel.

Landlord/Tenant Information and Services offered by Tenants Union of Washington State

Provides education, advocacy and information on tenant rights. No direct legal advice available. Counseling services include tips for community organizing with neighbors and self-help strategies to prevent housing loss. Email for assistance.

Programs that provide assistance for people who are being evicted from their apartments or other rental property either wrongfully or with reason, e.g. nonpayment of rent. Included are programs that provide legal support in the form of information on tenants' rights, help to navigate the eviction process, and/or mediation services to negotiate a compromise between the individual and the landlord. Eviction prevention programs can also provide a Housing First approach and include various strategies designed to maintain individuals and families in their current housing, such as rent payment assistance, financial assistance with the cost of utilities, assistance securing other types of income support, third-party money management programs, and referrals to other types of community support.

Eviction Prevention Assistance

Programs that accept and, where possible, attempt to resolve complaints regarding a landlord's failure to place rental security deposits in trust accounts, to pay required interest on rental security deposits or to return the security deposit (plus accrued interest) within legal timeframes when the tenant moves out.

Rental Security Deposit Complaints

Programs that accept and, where possible, attempt to resolve complaints regarding improper, unethical or illegal practices in the provision of housing.

Housing Complaints

Programs that help tenants and landlords resolve disputes regarding security and other rental deposits, unsanitary conditions, failure to make repairs, privacy, notice requirements, excessive rent increases, nonpayment of rent, neglect or damage to property, overcrowding or other grievances.

Landlord/Tenant Dispute Resolution

Programs that maintain information about community resources that are appropriate for a specific target group or human services sector (for example, youth programs or addiction services) and which link individuals who are in need of specialized services with appropriate resources and/or which provide information about community agencies and organizations that offer specialized services.

Specialized Information and Referral

Programs that offer classes which help prospective renters acquire and keep decent housing. Many programs are tailored for people who have been denied housing because of poor or no credit, bad references, past evictions, criminal history or other screening barriers. These classes help participants learn how to take responsibility for past rental issues, improve their credit, manage their money, understand the application and rental process, find affordable housing, develop a positive relationship with their landlord and neighbors, and be responsible tenants. Specifics may include information about credit reports and how they are used in the tenant screening process; resources for evaluating an available rental unit and their prospective landlord; the tenant screening process and their rights under fair housing regulations; rental agreements and typical legal (and illegal) provisions; maintenance responsibilities (who is responsible for maintenance and repair of rental unit features); and moving out including notice, security deposits and evictions. Some programs issue a certificate of completion that can be presented to landlords upon application for tenancy. Also included are tenant education programs for high school or college/university students or others who lack experience as a tenant and want to begin their rental experience on a positive note.
