SHIBA HelpLine provides free, unbiased information about health care coverage and access to help improve the lives of all Washington state residents. SHIBA HelpLine assists consumers with choices and problems involving private health insurance as well as many government programs, such as: Medicare; Medicaid; Basic Health; Children’s Health Insurance Program; Washington State Health Insurance Pool. Volunteers are experts in Medicare, Medigap coverage, employment-related health benefits, managed care, fraud and abuse questions, long-term care options, and more. They are trained and not affiliated with any insurance company.

The Statewide Health Insurance Benefits Advisors (SHIBA) can help you understand your Medicare rights and options. SHIBA volunteers provide free, confidential, unbiased counseling and outreach to consumers on Medicare, Medicare Advantage plans, Supplement plans and Prescription drug plans, Medicaid programs to assist with costs of Medicare, and educate on Medicare fraud for Spokane and Whitman Counties. SHIBA is part of the Washington State Office of the Insurance Commissioner’s consumer protection services.

Provides a variety of no cost resource information for people age 60+ and their family caregivers including counseling, memory screening, dementia consultation, fall prevention programs, meals on wheels, legal information such as power of attorney forms, telephone reassurance calls, energy assistance programs, and information about other existing community resources including light medical equipment loan programs in the community. This service also includes DSHS application assistance for programs such as SNAP/food benefits, Medicare Savings Programs, and state of Washington (DSHS) Long Term Care services (COPES, CFC, MAC, TSOA). Adults of any age, who are helping an adult in Kitsap County can also be connected to the Family Caregiver Support Program which provides customized support to help reduce caregiver stress and burnout.
