Manages state assistance programs that help participants pay for attendant care and non-care related assistance services designed to help older adults and people with disabilities remain independent.   Assistance may be provided in any of three settings:   -  Participant's home   -  Assisted living facility -  Adult family home   Community First Choice -  Provides attendant care and non-care related assistance services to older adults who would otherwise require nursing home placement    -  Program participants can choose from whom they receive care services, including hiring family members as care providers     Community Options Program Entry System (COPES) -  Generally provided to clients who are also enrolled in Community First Choice   Medicaid Personal Care -  Provides personal care services for clients who do not require nursing-home-level care   Program of All-Inclusive Care for the Elderly (PACE) -  Offers all services through one provider.   -  PACE can be funded either through Medicaid, Medicare or private-pay.     New Freedom -  Participants manage their own service plan and budget and take primary responsibility for obtaining services.   Medicaid Transformation Demonstration Medicaid Alternative Care (MAC) - Supports unpaid caregivers of Medicaid recipients over the age of 55 Targeted Supports for Older Adults (TSOA) - Supports older adults over the age of 55 who do not receive Medicaid  Participants enrolled in one of the in-home care programs may also qualify for other forms of support including assistive technology and personal emergency response systems.

Provides case management for adults and assists with enrollment into Community First Choice, which offers in-home care, assistance with essential household tasks, adult family home care, assisted living, and congregate care. This is for adults who would require Medicaid services in a nursing facility. Services include the following: - In-home Personal Care: Provides assistance with activities, such as: housework, laundry, meal preparation, eating, shopping, bathing, dressing, transfer assistance, ambulation, self-medication, transportation and escort, and skin, hair and nail care. - Health Care Services: Care is provided by licensed health care professionals. Medical care must be prescribed by a physician. - Personal Emergency Response System: Offers emergency help to assist seniors and others with remaining independent in their own homes. By pressing a button worn as a pendant or wristband or connected to one's home phone, medical help can be summoned immediately. - Assistive Technology - Personal Care/Relief Care - Comprehensive Options Counseling for Long Term Care Planning

Assists seniors who need help with day-to-day chores, transportation, and companionship. Also offers an opportunity for seniors to use their their skills or gain new ones by volunteering doing projects that assist their local communities. - Volunteer Chore Services: basic in-home assistance for low-income seniors and disabled adults of 18 and older to help continue to live independently, safely, and with dignity in their own homes. Services may include local transportation for appointments and errands, yard work, light housekeeping and laundry, snow shoveling, minor home repairs, wheelchair ramps, and wood provision. - Retired Senior Volunteer Program (RSVP): provides a retired and senior volunteer program (RSVP) that is designed for seniors over the age of 55 who want to use their skills or gain new ones by volunteering doing projects that assist children with needed school supplies and toy drives, food collection and delivery, critical services to elderly, and filling the gaps for critical needs in local communities. - Senior Companion Program: senior companions provide support to isolated elders and persons with disabilities by helping with companionship, grocery shopping, answering mail, and other daily tasks that are essential to maintaining independence. Senior companions may qualify for a small stipend and mileage reimbursement if income eligible, to offset their expenses while they help those most vulnerable.

Helps low-income elders and adults with chronic illnesses or disabilities remain independent in their homes. Matches volunteers to provide companionship, light housework, and other simple chores. Assists with everyday household chores such as vacuuming, laundry, grocery shopping and yard work. Drives and carpools seniors and adults with disabilities to doctor’s appointments, the grocery store, the pharmacy, and other important locations. Drivers are able to wait until appointment is over for return trip. Phone Buddies provide older adults with support through a weekly phone call. Services are provided based on volunteer availability and calls are returned in the order in which they are received. All volunteers are carefully screened with three references and a Washington State Patrol background check. Due to the high number of requests and limited number of volunteers, may be unable to offer services to all callers.
