Sobering and Diversion Services offered by Pioneer Human Services' Snohomish County Diversion Center

Offers short-term placement and shelter to homeless adults with a substance use disorder and other behavioral health issues, diverting them away from incarceration and toward treatment.

Community-based programs that provide individual and group counseling, educational services or other prescribed social services for adults who have been arrested for an offense such as drunkenness, domestic violence, drug crimes, traffic violations or purchase of sexual services and directed to participate in a corrective program in lieu of prosecution or, in some cases, sentencing for the offense.

Adult Diversion

Facilities that provide a safe, supportive, environment for publicly intoxicated individuals, mostly uninsured, homeless or marginally housed, to become sober. Sobering centers provide services for alcohol-dependent individuals who may have secondary problems such as drug abuse/dependence, mental illness and/or medical issues. Goals for sobering centers include better care for homeless alcohol-dependent persons and improved health outcomes, a decrease in the number of inappropriate ambulance trips to the emergency department for homeless alcohol-dependent individuals, and creating an alternative to booking individuals arrested for public inebriation. The centers focus on non-violent public intoxication offenders age 18 and older with a length of stay from 3 to 14 hours per visit depending on the program and the program policy. Centers do not require a commitment to abstinence to receive services although referrals for additional services are available. Transportation to the centers is most often by ambulance, sobering center operated vans, or law enforcement. Vans operated by sobering centers are frequently staffed by EMTs trained to work with this population. Center staff may include medical staff members to screen clients for medical and behavioral health issues.

Sobering Centers

Programs based on a harm reduction model that provide a safe and supportive environment which allows individuals who use drugs and/or alcohol to drop in and access multiple related services including group and individual counseling, day beds, showers, clothing, medical care, needle exchanges, sterile injection equipment and overdose prevention training, as well as information and referral, social activities and snacks. The programs may be structured for specific populations such as women or sex trade workers or be open to all.

Provides a safe setting for people who are chronically homeless and inebriated to get sober and sleep so they do not end up in local hospitals and jails. Provides case management and referrals to other resources. No application needed. Visit in person.

A peer led day program to support our unhoused or recently housed community members in a safe, homelike space. Offers space to speak to peer counselors, enjoy snacks/coffee, navigation to services, group meditation, art and music and community celebrations.

Peer led day program to support our unhoused or recently housed community members in a safe, homelike space. Offers space to speak to peer counselors, enjoy snacks and coffee, navigation to services, group meditation, art and music and community celebrations.

Programs that provide an alternative, non-residential environment that people with any of a variety of issues can visit on an informal basis to find mutual support and access to social and recreational activities. People can drop by whenever they like without the need to make an appointment and have the option of participating in whatever activities are currently underway.

Drop In Centers

Centers where homeless people can spend time during the day or evening. Services may include counseling and/or medication monitoring on a formal or informal basis; personal hygiene supplies; facilities for showering, shaving, napping, laundering clothes, making necessary telephone calls or attending to other personal needs; and other basic supportive services. Some centers may also provide meals or facilities for cooking. Programs that focus on homeless youth may provide case management, living skills training, family reunification assistance, classes and other educational supports, pre-employment training, health education (including HIV prevention), help in obtaining valid ID and other services that help youth successfully exit street life and transition to independent living.
