Manages the design, construction, operation, and maintenance of all city-owned public infrastructure. Operates and maintains the City's infrastructure: wastewater treatment plant, sewer collection system, water supply and distribution system, roads and right-of-ways, storm water collection system, parks and cemetery. Provides billing for water and sewer services and payment services.

Ensures that the physical infrastructure of the city (buildings, water and sewer systems, roads, drainage systems, etc.) is built, repaired and maintained to support a safe, healthy environment.

Designs and administers the maintenance and construction of public utilities; such as water, storm sewer and sanitary sewer. Public streets within the City are also designed and constructed through the department and approximately 95 miles are maintained with such operations as repair, cleaning and snow plowing. Wastewater Department focuses primarily on wastewater quality and treatment, sewer main maintenance, storm drainage, and river ecology. Duties include, but are not limited to:   -  Water filter plant operations, maintenance, distribution system maintenance, and daily water quality testing -  Water well pump operations and grounds maintenance; and irrigation system operations -  Fire hydrant relocation-installation-maintenance and repairs -  Meter reading -  Cross-connection control program -  Service installations -  Reservoir maintenance Street operations include: -  Bridge maintenance, roadway repairs, and roadway markings and sign maintenance -  Roadside mowing -  Spraying and trimming -  Minor street-tree trimming -  Street light maintenance -  Chip-seal operations -  Alley maintenance, repairs, and street sweeping; spring and fall clean-up operations -  Downtown trash collection -  Equipment maintenance -  Snow and ice control -  Hazard removal Parks and facilities operations include: -  Mowing, trimming, weeding, park tree maintenance, planting, and landscaping operations -  Underground sprinkler system maintenance and watering -  Pathway maintenance -  Trash collection -  Playground equipment maintenance -  Restroom, pavilion, and building maintenance and repairs
