Down Payment Assistance offered at City of Tacoma
Provides funds to assist with the down payment for eligible, first time home buyers purchasing a home in the City of Tacoma.
Offers a program intended for people who are buying a home within the eligible Tacoma City Limits.
The program allows up to $80,000 in down payment assistance with payments deferred for 30 years at a 0% simple interest rate.
There are no monthly payments on the loan. The balance is due and payable when a person:
- sells, refinances or transfers ownership of the home
- fails to maintain status as a principal place of residence
- when the home is paid off (on or before 30 years)
Funds may be used for down payment and closing costs based upon need. The minimum contribution to the down payment is $1000. Gift funds are allowed to meet the minimum contribution.

Homeownership Program offered at Catholic Charities Housing Services
Provides low-income first-time homebuyers the chance to own their own home at an affordable cost. Families commit to a group labor agreement to help build their house. Also offers first-time homebuyer loans and down payment assistance.
Provides low-income first-time homebuyers the chance to own their own home at an affordable cost. We offer two self-help (sweat equity) models to help low-income families fulfill their dream of owning their own home. This program offers families a way to purchase their own home by providing some of the sweat equity to reduce the cost of the home. We offer two different pathways to homeownership: Mutual Self-Help and Individual Self-Help.
The Mutual Self-Help program requires that families sign a group labor agreement to contribute at least 30 hours per week of sweat equity and to work together with other families in the group (typically 6-10 families) to complete their homes as well. CCHS provides the technical assistance to teach families how to build their own home. This program builds community while also building homes. The contribution of sweat equity substantially lowers the cost to build a home and helps families build assets.
Individual Self-Help program requires families contribute 250 hours of sweat equity in exchange for credit at closing which is intended to cover closing costs for the purchase of the home. Mortgage financing through the program may be through a combination of first-time homebuyer loan products and down payment assistance to families.
Our Homeownership program works seamlessly with our Housing Counseling program to help families interested in homeownership to become pre-qualified first-time homebuyers for loan. The program helps educate families in all aspects of process including such as credit repair, financial literacy, budgeting, mortgage affordability, and home maintenance.

Rural Housing Guaranteed Loan
Applicants for loans may have an income of up to 115% of the median income for the area. Families must be without adequate housing, but be able to afford the mortgage payments, including taxes and insurance. In addition, applicants must have reasonable credit histories.
Rural Housing Direct Loan
Section 502 loans are primarily used to help low-income individuals or households purchase homes in rural areas. Funds can be used to acquire, build (including funds to purchase and prepare sites and to provide water and sewage facilities), repair, renovate or relocate a home.
Mutual Self-Help Loans
The Section 502 Mutual Self-Help Housing Loan program is used primarily to help very low- and low-income households construct their own homes. The program is targeted to families who are unable to buy clean, safe housing through conventional methods. Families participating in a mutual self-help project perform approximately 65 percent of the construction labor on each other's homes under qualified supervision. The savings from the reduction in labor costs allows otherwise ineligible families to own their homes. If families cannot meet their mortgage payments during the construction phase, the funds for these payments can be included in the loan.
