Identification Card Fee Payment Assistance

Programs that provide cash, vouchers or other forms of monetary aid for people in need of assistance and evaluate the individual's or family's need for the money on a case-by-case basis rather than having pre-established policies regarding the types of needs the dollars can be used to cover.

Undesignated Temporary Financial Assistance

Public officials who are authorized by the state to administer oaths and affirmations, take affidavits and depositions, attest to the authenticity of signatures and take acknowledgment of and certify deeds and other conveyances.

Programs that issue licenses for domestic animals who are subject to regulation. Annual licensing is required for dogs of a specified age (rabies certificates are usually required) and, frequently, for equines (horses, mules, ponies, donkeys, burros) who reside in some areas. Optional identification tags are available for cats and are usually valid for the lifetime of the animal. Licensing fees are usually reduced for neutered dogs or dogs who are certified by a veterinarian as being unable to reproduce; dog guides may receive permanent licenses for a very nominal fee. In many jurisdictions, special licenses may be required for people keeping exotic pets (e.g. tigers, wolves) that may require special conditions and/or pose a possible risk to the public if not properly secured.

Animal Licenses

Public sector offices known as passport acceptance facilities that have been authorized by the U.S. Department of State to accept and verify the documents, applicant signatures and identity for passport applications; place all of the documents and required photos into a specially sealed, tamperproof envelope that may only be opened by State Department officials; and forward them for processing. This is required for ALL passport applicants for a new adult passport, child (minor) passport, or lost, stolen or damaged passport applications. Most passport acceptance facilities are found in local post offices, county clerk's offices and some library locations.  Passports are official documents which identify citizens, serve as written authorization from government authorities for citizens to travel abroad and, in effect, request foreign powers to allow bearers to enter and pass freely and safely. U.S. passports can be renewed by mail provided that the old passport was issued within the last 15 years, that the individual was age 16 or older at the time, and that, if applicable, proof of name change is provided. The old valid passport, a color passport photo, a completed DS-82 form and a check or money order for the fee must be submitted.

Passports

The offices of individuals who have been appointed or elected to a town, city, county or other local public office for a specified tenure and who are thereby in a position to exercise that portion of the sovereign functions of government that are conferred on that office. Forty-eight of the 50 states have operational county governments. Connecticut and Rhode Island are divided into geographic regions called counties, but they do not have functioning governments. Alaska calls its counties boroughs and Louisiana calls them parishes. Cities and towns may also have other designations including townships, boroughs and villages.

Family Services offered at Kitsap Immigrant Assistance Center (KIAC)

Provides a general assistance and referral service for both immigrants and people/organizations that provide services to immigrants.  Assists Spanish-speaking clients with legal, medical, translation, employment, and cultural support.

Programs that provide information concerning the basic principles of healthful eating, food handling, food preparation and shopping skills. Included is information about the basic food groups, vitamin and mineral requirements, the relationship of nutrition to the preservation of good health and the prevention of illness, and dietary choices such as vegetarianism.

Nutrition Education

A public health nutrition program administered by the USDA Food and Nutrition Service that provides nutrition education, nutritious foods, breastfeeding support and health care referrals for income-eligible pregnant or postpartum individuals, infants and children up to age five. Foster parents, grandparents, guardians and single fathers who have custody of their children may also be eligible to receive food assistance for children up to age five if they meet income guidelines. WIC provides specific foods to supplement the dietary needs of participants to ensure good health and development. Food packages typically include iron-fortified infant cereal, milk, cheese, eggs, whole grains, peanut butter, beans, fruits, vegetables and juice. Families can shop for WIC foods at most grocery stores using a WIC electronic transfer benefit (EBT) card or vouchers.

Programs that offer the services of bilingual individuals who have reading and writing proficiency in the second language to transfer documents written in the second language into English or vice versa or to explain the meaning of documents written in English to people whose reading proficiency in English is inadequate, using that person's native language.

Language Translation

Programs that offer opportunities for non-English-speaking and limited-English-speaking adults to learn listening, speaking, reading and writing skills with an emphasis on developing the level of communication competence that is essential for adults who are living in a setting in which English is the primary language. Also included are programs that provide English language instruction for younger people.

English as a Second Language

Programs that offer the services of trained bilingual individuals who are usually proficient in English and one or more foreign languages to help people whose command of English is inadequate to communicate their needs.

Language Interpretation

Programs developed and staffed by former refugees and immigrants that help newly arrived people from their previous country or region of residence begin a new life in the U.S. Mutual assistance associations address the unique cultural needs of the specific immigrant/refugee population they serve and provide a variety of services including cultural adjustment support, English language instruction, interpretation/translation services, housing and employment assistance, transportation, clothing and furniture, as needed, small business development assistance and help in accessing other social services.

Immigrant Mutual Assistance Associations

Programs that prepare individuals to take the oath of U.S. citizenship and to exercise the attendant rights and responsibilities of citizenship. Citizenship courses help immigrants develop an understanding of and appreciation for American culture, institutions and ideals; and focus on important events in U.S. history, the Constitution and its historic background, and the organization, powers and duties of federal, state and local governments.

Citizenship Education

Programs that offer individual and/or group sessions which assist participants to understand how their lifestyle impacts their physical and mental health and to develop personal practices that enhance their total well-being. Wellness programs are holistic and combine a variety of components which may include a general physical examination that is tailored to the individual's needs; an evaluation of the person's pattern of exercise, eating habits, sources of stress and other lifestyle elements that are potential risk factors; and the development and implementation of an individualized plan for prevention management and early intervention to optimize health and performance which may include physical fitness sessions, nutrition counseling, stress reduction techniques, biofeedback, practice in assuming responsibility for one's choices, and other specific measures for avoiding physical and mental health conditions.

Wellness Programs

Programs that accompany people who are new to the country and may face language and other cultural barriers when establishing themselves, particularly during the first months following arrival. Escorts are generally volunteers with a shared ethnic background who provide assistance in key areas such as housing, employment and education as well as help with other necessities of daily living such as understanding the local public transit system, opening a bank account and learning the location of stores that sell familiar items.

Immigrant Accompaniment Programs

Organizations that are actively seeking individuals who are willing to serve as an interpreter, translator, transcriber or reader and help people who have visual or hearing impairments or who speak and/or read or write a language other than English to communicate their needs manually, verbally and/or in writing and/or have access to any of a wide variety of reading material in a format they are able to use.

Interpretation/Translation Volunteer Opportunities

Organizations that work for the preservation and promotion of the traditions, values and lifestyles of different cultural groups; organize activities and events which promote cultural exchange locally, regionally and nationally; and seek to encourage understanding and respect for different cultural heritages among youthful members of the group as well as the mainstream population.

Cultural Heritage Groups

Programs that provide formal supplementary learning activities and experiences for school age children who travel with their families from one temporary residence to another to enable family members to secure temporary or seasonable employment.
