EHA operates a number of properties with subsidized rents. Many properties serve specific populations such as older adults (62+) or people with disabilities. Households pay about 30% of their income toward housing costs. Households must be under current income limits based on percentages of area median income and must qualify for particular unit sizes based on household size. All of these properties have waiting lists, most of which are only opened periodically. EHA will post information about current waiting list openings on its website. Applications are accepted online only.

11 one-bedroom units for low income people with developmental disabilities.   Wait list is 2 years long.

Offers a low-income apartments, seasonal farm worker housing, and special needs housing development, which includes: multi-family with farmworker preference and senior housing. The mission is to create and preserve decent housing for people with low income and special needs. Section 8 voucher and housing available.

Provides subsidized housing for seniors 62 years and older.

This is a long term/permanent rental assistance program; there is no limit to length of subsidy as long as the program rules are followed and families remain income qualified. This program gives preference to households who are elderly, disabled and families with dependent children.

Provides 46 low-income housing units at "Bayview Apartments" with one, two and three bedrooms. These apartments have 24 project-based Section 8 subsidizes.

Develops and manages permanent low-cost housing throughout the Puget Sound region, in King, Snohomish, Pierce, Thurston, Kitsap and Island counties. Units range in size from single room occupancy (SRO) rooms for single adults to multiple-bedroom units for families. Offers residents limited case management, classes and other client assistance, through resident services department.

Provides subsidized housing to low-income families. Units are 2-4 bedrooms. Playground and laundry facilities on site. Wait list is about 18 months long. Does not rent to anyone with a criminal history. Household must also have less than $2500 in debt.

Offers an apartment complex for low-income families. Units have two or three bedrooms. Water, sewer and garbage is included in the rent. Also has Washer/Dryer Hook-ups, basket ball court, picnic area and a small playground. Currently no openings, but accepting applications for waiting list, which is about two to three years long. Applications are posted by the office door, and can be dropped off after hours.

Francis Place - Provides 42 units of housing with supportive services for formerly homeless adults in downtown Bellingham. Applications for Francis Place are through a referral through the Whatcom Homeless Service Center. Please contact Whatcom Homeless Service Center at (360) 255-2091 for more information. Kateri Court - Offers 40 units of studio and one-bedroom apartments in Bellingham for low-income households at or below 50% of the area median income. Eight of the units are set aside for homeless parents with children, and eight units are set aside for persons with disabilities. For more information call (360) 671-1077. Mount Baker Apartments - Provides 84 units of affordable housing in downtown Bellingham for low-income households at or below 50% or 60% of the area median income. Villa Santa Fe - Provides 50 units of housing for farmworkers and their families in Bellingham. For current information call (360) 594-6495. Washington Grocery Building - Provides 36 units of affordable housing in downtown Bellingham low-income households at or below 50% of the area median income with 8 units set aside for persons with disabilities. Provides affordable housing, housing subsidies, homeownership, and self-sufficiency opportunities. Two core programs are Section 8 and project-based rent assistance. Section 8 Housing Choice Vouchers (HCV): Federally funded housing assistance program offering rental assistance for older adults, adults with disabilities, and very low-income families. Project-based rent assistance: Provides non-emergency subsidized apartment complexes in Longview, Cathlamet, Raymond, South Bend, and Woodland. Assistance is attached to the unit.

Manages low-income apartments for income-eligible families that meet the requirements. Accepts one pets under 20 lbs per unit.

Offers various affordable housing programs, such as Section 8 (Housing Choice Voucher), low-income housing, subsidized public housing, and regular rentals.

Provides affordable housing for low-income individuals and families.

Provides low-income affordable housing for seniors over 62 or disabled over 18.

Manages 41 units of permanent rental housing for low to very low income families.

Operates a village of tiny houses at two locations for homeless single men, women, couples and families. Hygiene trailer on site with three bathrooms with shower. washer and dryer. Provides a Kitchen tent with hot and cold running water, refrigerator, freezer, and microwave. Participation in operating the village is required. Optional case management provided to residents by LIHI; Public Health caseworkers help families staying at the encampment connect with available resources.

Offers low-cost adult and disabled housing with 29 single resident occupancy (SRO) units. Showers and kitchen are shared. Studio apartments have their own bath and kitchen.  Does not accept pets. Accepts Section 8 for the studio apartments. Utilities are included in the rent.

Offers 32 one bedroom units for low income seniors, 62 years of age and older. Most units are subsidized; some are tax-credit (still under market rate, but not fully subsidized). There is a wait list about 1 and a half years long.

Provides subsidized housing to income qualified families in Thurston County.  Units range from 1-4 bedrooms.  Wait list is currently open for the 2-4 bedroom units.

## WAITING LIST CLOSED, 5/26/2023. Section 8 is a federally funded Housing Assistance Program that offers rental assistance (subsidy) for Elderly, Disabled and Single Families who qualify under the very low-income guidelines. The Housing Authority administers this program under the regulations and guidelines of the United States Department of Housing and Urban Development (HUD). The Housing Authority currently offers the Housing Choice Voucher Program which has been successful because it provides the participant with the opportunity to choose the type of rental unit and neighborhood that will meet their interests and needs.  Families may also take their housing assistance with them when they move which enables participants to pursue employment and educational opportunities, to be reunited with their friends and family, and to live in a better climate.

Manages 164 subsidized independent-living housing and low-cost market rate units for low-income older adults. Offers both studio and one-bedroom apartments. Facility has two elevators and provides grab bars in the bathrooms. Offers occasional social activities, such as holiday parties, to residents. Provides weekly van transportation to a shopping area for a fee of $1 per trip. Organizes occasional recreational day and overnight trips at an additional cost. No transportation is provided to medical and related appointments. Does not include a meal program. Facility is designated non-smoking.

Provides HUD Public Housing, USDA Rural Development Farm Worker and Rural Rental Housing, Washington State Housing Trust Fund-financed renovated units and locally owned rental housing located on scattered sites in Sunnyside, Grandview and Mabton. Housing programs serve low-income households including families, seniors and people with disabilities, Rental units range in size from one-bedroom to five-bedrooms. Provides subsidized, one bedroom units for low income seniors (62 and over).   There is a waiting list for the apartments.   There is a coin-operated laundry room on the premises.   Water, garbage and electric are included in the rent.   Residents are responsible for their own cable and phone.
