Currently, Jefferson County PUD offers three types of rate reductions in the form of monthly credits to qualifying low income customers to help assist with their utility bills:
Standard Low Income Program Credit: A monthly bill credit is available for all electric customers who meet qualifying household income standards.
Senior Low Income Program Credit: A monthly bill credit is available to senior citizens, age 62 and older, whose monthly household income exceeds the qualifications of the standard credit, but remains at or below the qualifying threshold level of the senior program.
Water/Wastewater Low Income Program Credit: All customers who qualify for either the standard or senior low-income electric bill credit will also qualify for a credit on their PUD water charges and a discount (as set forth in the Jefferson County PUD rate schedule) on the PUD wastewater charge, should they receive those services from the PUD.

Utility bill payment plan for electric bill arrears. Customers accepted into this program pay a maximum monthly amount based on income and, in some cases, electricity use.

If eligible, monthly payment for electric service will be based on a percentage of household's monthly income, and electricity usage. Clients in this program will have no disconnection of service as long as monthly payments are made. After a year of payments on this program, any old balances will be removed (if a payment is missed clients are responsible for full balance).

Monthly bill credits to help low-income households of Orcas Power & Light Cooperative. Members who receive other income-tested assistance can receive a monthly bill credit off their OPALCO bill. The amount of the credit varies on the size of the household.

- A rebate for applicable city-owned utilities based on the utility payment amounts specified in the rental agreement or bill.

- A rebate for applicable city-owned utilities based on the residential unity size.

Partners with Lifeline mobile phone service providers to help program recipients continue their existing Lifeline mobile phone service. Must have a plan with Assurance, Access, Q Link, Safelink or TerraCom. Must pick up PIN at a CSO.
Partners with Lifeline mobile phone service providers to help program recipients continue their existing Lifeline mobile phone service when they are in need of additional cell phone minutes.
Currently there is no maximum amount of additional minutes clients can receive each month.
Each provider has a different amount of minutes assigned per PIN issued but clients are able to get as many new PINs as they need.
The federal Lifeline program provides free mobile phones and a monthly allotment of cell phone minutes to people with limited incomes.

The city offers a utility rate relief program. The discount is available to qualified low-income senior customers and disabled citizens who receive water, sanitary sewer, garbage pickup, and are billed for surface water from the City for their home, apartment, duplex, or mobile home. The home must be occupied by the person claiming eligibility for the discount and the principal place of residence. The occupant must be head of the household.
