This service is available upon request and proof of eligibility to residential customers who are seniors (65+ years) OR who have been designated as disabled veterans by the VA and possess a VA disability rating letter or VA benefits summary letter.

Offers a water rate reduction of about 50% off of the base rate to low-income older adults and those who are permanently disabled. The regular base rate is $70.90 bi-monthly, and the low-income base rate is $26.25.

Provides low-cost 5G LTE HotSpot Internet available for low-income individuals.

Offers a 50% discount in utility rates to low-income older adults and customers who are permanently disabled.  Discount applies to sewer, solid waste, storm drainage and water.  Low-income older adults and customers who are permanently disabled who pay utilities through a third party such as a landlord or property manager can apply for a utility rebate. Help to others program – H2O Offers financial assistance to low-income residents in crisis situations to pay their water and sewer. Assists with up to $400 every 24 months. Low-income senior waiver for sewer minimum rate: Offers a waiver to the minimum sewer flow base rate for low-income seniors. Waiver is effective for 12 months. Customers currently receiving the waiver will be sent a renewal application by mail each year in April.

Low-Income Disabled Citizen Water/Wastewater/Stormwater Subsidy Program -  This program is designed to give relief to low-income disabled citizens. Utility account must be in the name of the applicant. Applicant must reside at the service address. For complete program details go online.

Offers a reduction in the flat rate for customers who are low-income older adults or customers who are permanently disabled.

At the time of filing the application, the dwelling unit must be occupied by the person claiming eligibility for the discount, the dwelling unit must be the principal place of residence, and the occupant claiming the reduced rate must be head of the household. Must reapply for program each June.

The City of Arlington offers a 40% reduction in rates to qualified low income senior citizens and low income disabled customers for water, sewer, stormwater, and ambulance services provided by the city. The program includes both homeowners and renters who live in a primary residence receiving a separate Arlington utility bill for service.

Provides deferral and/or payment plan options for qualified households. Also offers a discount rate on the Capacity Charge for select newer low-income housing construction units.
